Welcome to the mountains of Southeastern Mexico.
Let us introduce ourselves.
We are the Zapatista National Liberation Army..
For ten years, we lived in these mountains, preparing to fight a war.
In these mountains, we built an army.
Below, in the cities and plantations, we did not exist.
Our lives were worth less than machines and animals.
We were like stones, like weeds in the road.
We were silenced.
We were faceless.
We were nameless.
We had no future.
We did not exist.
To the powers that be, today known internationally by the word "neoliberalism", we did
not count, we did not produce, we did not buy, we did not sell.
We were a useless figure in the accounts of big capital.
Then we went to the mountains to find ourselves and see if we could alleviate our pain in
being forgotten stones and weeds.
Here, in the mountains of Southeastern Mexico, our dead live on. Our dead that live in
the mountains know many things.
They speak to us of their death, and we hear them.
Coffins speak and tell us another story that comes from yesterday and points toward
The mountains spoke to us, theMacehualob, we common and ordinary people.
We are simple people, like the powerful tell us.
Every day and the following night, the powerful want us to dance the X-tol and repeat
their brutal conquest.
The Kaz-Dzul, the false man, rules our lands and has giant war machines that, like the
Boob, which is half puma and half horse, spread pain and death among us.
The trickster government sends us theAluxob, the liars who fool our people and make

Because we want no more death and trickery for our people, because we.want no more
The mountain told us to take up arms so we would have a voice.
It told us to cover our faces so we would have a face.
It told us to forget our names so we could be named.

With them live the Votán and the Ik´al, the light and the darkness, the wet and the dry,
the earth and the wind, the rain and the fire.
The mountain is the home of the Halach Uinic, the real human, the big chief.
Here we learned and remembered that we are what we are, the real men and women.
So, with our voice arming our hands, with our face reborn, with our names renamed, our
yesterday at the center of the four points of Chan Santa Cruz in Balam Ná, the star was
born that defines humanity and recalls that there are five parts that make up the world.
In the season when the Chaacob ride, distributing the rain, we came down once more to
speak with our own and prepare the storm that will signal the harvest.
We brought forth the war in the year zero, and we began to walk this path that has
brought us to your hearts and today brings you to ours.
This is what we are.

The voice that arms itself to be heard.
The face that hides itself to be seen.
The name that hides itself to be named.
The red star that calls out to humanity and the world to be heard, to be seen, to be

Brothers and Sisters:
We have invited you to this meeting to seek and find yourselves and us.
You have all touched our heart, and can see we are not special.
You can see we are simple and ordinary men and women.
You can see we are the rebellious mirror that wants to be a pane of glass and break.
You can see we are what we are so we can stop being what we are and become the you
that we are.
We are the Zapatistas.
We invited you for all of us to hear ourselves and speak to ourselves.
To see all that we are.
Brothers and Sisters:
In these mountains, the talking coffins spoke to us and told us ancient stories that recall
our pains and our rebellions.
Our dreams will not end as long as we live.
We will not give up our banner.
Our death will live on forever.
So say the mountains that speak to us.
So says the star that shines in Chan Santa Cruz.
It tells us that the Cruzob, the rebels, will not be defeated and will continue on their road
along with all those in the human constellation.
The red star that will help the world be free tells us that the red people, the Chachac-
Mac, will always come.
The star that is the mountains tells us.
That a people is five peoples.
That a people who are a star are all people.
That the people who are humanity are all the world's people.
They will come to aid the worlds that become people in their struggle.
So the real man and woman live without pain and the hearts of stone are melted.
You are all the Chachac-Mac,the people who come to help the man of five parts
throughout the world, among all peoples, in all nations.
You are all the red star that mirrors us.
We can continue on the right path if we, the you who are us, walk together.
Brothers and Sisters:
Among our peoples, the oldest sages have put a cross that is a star where the water, the
giver of life, is born.
This marks the beginning of life in the mountains with a star.
Thus are born the arroyos that come down from the mountain and raise the voice of the
speaking star of ourChan Santa Cruz .
The voice of the mountain has spoken, saying that the real men and women will live free
when they are those who commit to the five-pointed star.
When the five peoples make themselves one in the star.
When the five parts of humanity which are the world find themselves and find the other.
When all the five find their place and the place of the other.
Today, thousands of different roads that come from the five continents meet here, in the
mountains of Southeastern Mexico, to join their steps.
Today, thousands of words from the five continents are silent here, in the mountains of
Southeastern Mexico, to hear each other and hear themselves.
Today, thousands of struggles from the five continents struggle here, in the mountains of
Southeastern Mexico, for life and against death.
Today, thousands of colors from the five continents are painted here, in the mountains of
Southeastern Mexico, to announce a future of inclusion and tolerance.
Today, thousands of hearts from the five continents are alive here, in the mountains of
Southeastern Mexico, for humanity and against neoliberalism.
Today, thousands of human beings from the five continents shout "enough" here, in the
mountains of Southeastern Mexico, enough of conformism, of doing nothing, of cynicism,
of egoism, the modern god.
Today, thousands of small worlds from the five continents are attempting a beginning
here, in the mountains of Southeastern Mexico, the beginning of the construction of a new
and good world, that is, a world which admits all these worlds.
Today, thousands of men and women of the five continents begin here, in the mountains
of Southeastern Mexico, the First Intercontinental Meeting For Humanity and Against

Encounter* 2nd Declaration of La
Brothers and sisters attending the First Intercontinental Encounter for Humanity and
Welcome to the Zapatista R/reality. Welcome to this territory in struggle for humanity.
Welcome to this territory in rebellion against neoliberalism.
The Zapatistas greet all who attended this encounter. Here, in the mountains of the
Mexican Southeast, when a collectivity greets whoever comes with good words, it is
applauded. We ask that everyone greet each other and that everyone greet the delegations
from: Italy, Brazil, Great Britain, Paraguay, Chile, Philippines, Germany, Peru,
Argentina, Austria, Uruguay, Guatemala, Belgium, Venezuela, Iran, Denmark,
Nicaragua, Zaire, France, Haiti, Ecuador, Greece, Japan, Kurdistan, Ireland, Costa Rica,
Cuba, Sweden, The Netherlands, South Africa, Switzerland, Spain, Portugal, The United
States, The Basque Country, Turkey, Canada, Puerto Rico, Bolivia, Australia,
Mauritania, Mexico ["Norway!" and "Colombia!" were called out from the crowd].
Welcome, all men, women, children, and elders from the five continents who have
responded to the invitation of the Zapatista indigenous to search for hope for humanity,
Brothers and sisters:
When this dream that today awakens in R/reality began to be dreamed by us, we thought
it would be a failure. We thought that, maybe, we could gather here a few dozen persons
from several countries. We were wrong. As always we were wrong. It wasn't a few
dozen, but thousands of human beings, those who came from the five continents to find
themselves in R/reality at the close of the twentieth century.
The word born within these mountains, these Zapatista mountains, found ears that gave it
cover, that cared for and launched it anew, so that it might arrive far away and circle the
world. The crazy insanity of a convocation of the five continents to reflect critically on
our past, our present, and our future, found that it wasn't alone in its delirium, and soon
insanities from the whole planet began to work on bringing the dream to rest in Reality,
to bathe it in the mud, grow it under the rain, moisten it under the sun, speak it with the
other, go drawing it, giving it form and body.
As to what happened in these days, much will be written later. Today we can say that we
are certain of at least one thing. A dream dreamed in the five continents can come to
make itself real in R/reality. Who now will be able to tell us that dreaming is lovely but
futile? Who now will be able to argue that dreams, however many the dreamers, cannot
become a reality?
How is joy dreamed in Africa? What marvels walk in the European dream? How many
tomorrows does the dream enclose in Asia? To what music does the American dream
dance? How does the heart speak that dreams in Oceania?
To whom does it matter how and what we dream here or in any part of the world? Who
are they who dare to convene with their dream all the dreams of the world? What's
happening in the mountains of the Mexican Southeast that finds echo and mirror in the
streets of Europe, suburbs of Asia, rural areas of America, townships of Africa, and
houses of Oceania? What's happening with the peoples of these five continents that, so
we are all told, only encountered each other to make war or compete? Wasn't this turn of
the century synonymous with despair, bitterness, and cynicism? From where and how did
all these dreams arrive at R/reality?
May Europe speak and recount the long bridge of its gaze that crossed the Atlantic and
history in order to rediscover itself in R/reality.
May Asia speak and explain the gigantic leap of its heart to arrive and beat in R/reality.
May Africa speak and describe the lengthy sailing of its restless image to come to reflect
upon itself in R/reality. May Oceania speak and tell of the multiple flight of its thought to
go rebounding away until it rested in R/reality. May America speak and remember the
increased feeling of its hope to arrive, remembering, to the point of renewing itself in
May the five continents speak and everyone listen. May humanity suspend for a moment
its silence of shame and anguish. May humanity speak. May humanity listen....
In the world of those who live in the Power and kill for the Power, the human being
doesn't fit, there is no space for hope, no place for tomorrow. Slavery or death is the
alternative that their world offers all worlds.
The world of money, their world, governs from the stock exchanges. Speculation is today
the principal source of enrichment and, at the same time, the best demonstration of the
atrophy of the human being's capacity to work. Work is no longer necessary in order to
produce wealth; now all that's needed is speculation.
Crimes and wars are carried out so that the global stock exchanges may be pillaged by
one or another.
Meanwhile, millions of women, millions of youths, millions of indigenous, millions of
homosexuals, millions of human beings of all races and colors only participate in the
financial markets as a devalued currency worth always less and less, the currency of their
blood making profits.
The globalization of markets is erasing borders for speculation and crime and multiplying
them for human beings. Countries are obligated to erase their national borders when it
comes to the circulation of money but
to multiply their internal borders.
Neoliberalism doesn't turn countries into only one country, it turns each one of them into
The lie of unipolarity and internationalisation turns itself into a nightmare of war, a
fragmented war, again and again, so many times that nations are pulverised. In this world
that the Power is globalizing in order to get around the obstacles to its war of conquest,
national governments are turned into the military underlings of a new world war against
From the stupid career of nuclear armament, destined to annihilate humanity in one blow
with nuclear weapons, it has gone to the absurd militarization of all aspects of the life of
national societies, a militarization destined to annihilate humanity in many blows, in
many places, and in many ways. What were formerly known as "national armies" are
turning into simple units of a greater army, the one that neoliberalism arms and leads
against humanity. The end of the so-called Cold War didn't stop the arming of the world,
it only changed the model of this mortal merchandising: weapons of all sizes and for all
kinds of criminal tastes. More and more, not only are the so-called "institutional" armies
armed, but also the armies that drug trafficking builds up to assure its empire. More or
less rapidly, national societies are being militarised and the armies supposedly created to
protect their borders from foreign enemies are turning their cannons and rifles around and
aiming them inward.
It is not possible for neoliberalism to become the world's reality without the argument of
death served up by institutional and private armies, without the gag served up by prisons,
without the blows and assassinations served up by the military and police. National
repression is the necessary premise for the globalization that neoliberalism imposes.
The more neoliberalism advances as a global system, the more numerous grow the
weapons and the ranks of the armies and national police. The numbers of the imprisoned,
the disappeared, and the assassinated in different countries also grows. A world war: the
most brutal, the most complete, the most universal, the most effective.
Each country, each city, each rural area, each house, each person, everything is a large or
small battleground. On the one side is neoliberalism with all its repressive power and all
its machinery of death; on the other side is the human being.
There are those who resign themselves to being one more number in the huge bolsa--
pouch/purse/exchange- -of Power. There are those who resign themselves to being slaves.
He who is also master to other slaves cynically walks the slave's horizontal ladder. In
exchange for the bad life and the crumbs that Power hands out, there are those who sell
themselves, resign themselves, surrender themselves. In any part of the world, there are
slaves who say they are happy being slaves. In any part of the world there are men and
women who stop being human and take their place in the gigantic market that trades in
But there are those who do not resign themselves, there are those who decide to be
uncomfortable, there are those who do not sell themselves, there are those who do not
surrender themselves. There are, around the world, those who resist being annihilated in
this war. There are those who decide to fight.
In any place in the world, anytime, any man or woman rebels to the point of tearing off
the clothes that resignation has woven for them and that cynicism has dyed grey. Any
man, any woman, of whatever colour in whatever tongue, says and says to himself, to
herself, "Enough already"--Ya Basta!
Enough already of lies. Enough already of crime. Enough already of death. "Enough
already of war," any man, any woman, says and says to himself, to herself.
In whatever part of any of the five continents any man, any woman, eagerly resists the
Power and constructs his own, her own, road that doesn't imply the loss of dignity and
Any man or any woman decides to live and struggle for his part, her part, in history. No
longer does the Power dictate his steps, her steps; no longer does the Power administer
life and decide death.
Any man or any woman responds to death with life. And responds to the nightmare by
dreaming and struggling against war, against neoliberalism, for humanity....
For struggling for a better world all of us are fenced in, threatened with death. The fence
is reproduced globally. In every continent, every city, every rural area, every house, the
Power's fence of war closes in on the rebels whom humanity always thanks.
But fences are broken. In every house, in every rural area, in every city, in every state, in
every country, on every continent the rebels, that the history of humanity repeats along its
entire course to assure itself of hope, struggle and the fence shakes.
The rebels search each other out. They walk towards one another. They find each other
and together break other fences. In the rural areas and cities, in the states, in the nations,
on the continents, the rebels begin to recognise themselves, to know themselves to be
equal and different. They continue on their fatiguing walk,
walking as it is now necessary to walk, that is to say, struggling....
A R/reality spoke to them then. Rebels from the five continents heard it and set off
To arrive at the intercontinental R/reality, each one has had to make his own, her own,
road. From the five arms of the star of the world, the step of men and women, whose
dignified word searched for the place to be spoken and heard, has arrived at R/reality, the
place of the encounter.
It was necessary to break through many fences to arrive to break through the fence
around R/reality. There are different fences. In ours, one must get past the police,
customs officials, tanks, cannons, trenches, planes, helicopters, rain, mud, insects. Each
one of the rebels from the five continents has his own, her own, fence, own struggle, and
a broken fence to add to the memory of other rebels.
So it was that this intercontinental encounter began. It was initiated on all the continents,
in all the countries,
in all the places where any man or woman began to say and say to themselves, "Enough
Who can say in what precise locale, and at what exact hour and date this intercontinental
encounter for humanity and against neoliberalism began? We don't know. But we do
know who initiated it. All the rebels around the world started it. Here, we are only a small
part of those rebels, it's true. But to all the diverse fences that all the rebels of the world
break every day, you have added one more rupture, that of the fence around the Zapatista
In order to achieve that, you had to struggle against your respective governments and
then confront the "fence" of papers and procedures with which the Mexican government
thought to detain you. You are all fighters, men and women who break through fences of
all kinds. That's why you made it to R/reality. Maybe you can't yet see the greatness of
your achievement, but we do see it.
That is why we want to ask your forgiveness for the stupidity of the Mexican government
that, by means of its immigration agents, has done everything possible to impede your
arrival at these Zapatista lands. These agents of idiocy-made-government believe that
passports and permits are still necessary in order to speak and listen to dignity. We are
sure that all of you will know how to comprehend why this imbecility believes that
nationality divides human beings. We ask that you pardon them. After all, we have to
thank the Mexican government that has reminded us that we are all different, even though
it has done so with this poor exhibition. But we also have to thank the indigenous
communities who received us these days, they who have reminded us that we are all
That is why we, the Zapatistas, have proposed to struggle for a better government here in
Mexico. We are struggling to have a government that is even a little intelligent and that
understands that dignity doesn't know about passports, visas, and other absurdities. This
is what we are about now, and we will surely achieve it.
But while this is going on, we ask in the name of the indigenous communities, when you
pass the immigration checkpoints on your way out that you do us the favour of
congratulating the Mexican government on the success it achieved with the fence put up
against an indigenous rebel movement that, it is plainly evident, only has any influence in
four municipalities of the south-eastern Mexican state of Chiapas.
Some of the best rebels from the five continents arrived in the mountains of the Mexican
Southeast. All of them brought their ideas, their hearts, their worlds. To find themselves
among other ideas, other reasons, other worlds, for that they arrived at R/reality.
A world made of many worlds found itself these days in the mountains of the Mexican
Southeast. A world made of many worlds opened a space and established its right to be
possible, raised the banner of being necessary, fastened to the middle of the earth's
R/reality to announce a better future. A world of all the worlds that rebel and resist the
Power, a world of all the worlds that inhabit this world opposing cynicism, a
world that struggles for humanity and against neoliberalism. This was the world that we
lived these days;
this is the world that we found here....
This encounter doesn't end in R/reality. It just so happens that now it must search for a
place to continue on.
But what next?
A new number in the useless enumeration of the numerous international orders?
A new scheme that calms and alleviates the anguish of a lack of recipes?
A global program for world revolution?
A theorisation of Utopia so that it can continue to maintain a prudent distance
from the reality that anguishes us?
An "organigram" that assures all of us a position, a task, a title, and no work?
The echo continues, the reflected image of the possible and forgotten: the possibility and
necessity of speaking and listening.
Not the echo that peters out or the force that decreases after its highest apex.
Yes, the echo that breaks barriers and continues.
The echo of small distinction, the local and particular, reverberating in the echo of great
distinction, the intercontinental and galactic.
The echo that recognises the existence of the other and does not overpower or attempt to
silence the other.
The echo that takes its place and speaks its own voice and speaks the voice of the other.
The echo that reproduces its own sound and opens itself to the sound of the other.
The echo of this rebel voice transforming itself and renewing itself in other voices.
An echo that turns itself into many voices, into a network of voices that, before the
deafness of the Power, opts to speak to itself, knowing itself to be one and many,
acknowledging itself to be equal in its desire to
listen and be listened to, recognising itself as different in the tonalities and levels of
voices forming it.
A network of voices that resist the war that the Power wages on them.
A network of voices that not only speak, but also struggle and resist for humanity and
A network of voices that are born resisting, reproducing their resistance in other even
quieter or lonelier voices.
A network that covers the five continents and helps to resist the death that the Power
The great pocket of voices, sounds that search for their place, fitting with others
The great torn pocket, that keeps the best of itself and opens itself for what's better to be
born and to grow continues.
The mirror-pocket of voices, the world in which sounds may be listened to separately,
recognising their specificity, the world in which sounds may include themselves in one
great sound continues.
The reproduction of resistance's, the "I am not resigned," the "I am a rebel" continues.
The world with the many worlds that the world needs continues.
Humanity, recognising itself to be plural, different, inclusive, tolerant of itself, with hope
The human and rebel voice, consulted on the five continents in order to become a
network of voices and of resistance's continues.
The voice of all the people we are, the voice that speaks this Second Declaration of
Reality for Humanity and Against Neo liberalism continues.
Brothers and sisters of Africa, Asia, America, Europe, and Oceania:
Considering that we are:
Against the international order of death, against the globalization of war and armaments.
Against dictatorships, against authoritarianism, against repression.
Against the politics of economic liberalisation, against hunger, against poverty, against
robbery, against corruption.
Against patriarchy, against xenophobia, against discrimination, against racism, against
crime, against the destruction of the environment, against militarism.
Against stupidity, against lies, against ignorance.
Against slavery, against intolerance, against injustice, against marginalisation, against
Considering that we are:
For the international order of hope, for a new, just, and dignified peace.
For a new politics, for democracy, for political liberties.
For justice, for life, and dignified work.
For civil society, for full rights for women in every aspect, for the respect of elders,
youth, and children, for the defence and protection of the environment.
For intelligence, for culture, for education, for truth.
For liberty, for tolerance, for inclusion, for having memory.
First. That we will make a collective network of all our particular struggles and
resistance's. An intercontinental network of resistance against neoliberalism, an
intercontinental network of resistance for humanity.
This intercontinental network of resistance, recognising differences and acknowledging
similarities, will search to find itself with other resistance's around the world. This
intercontinental network of resistance will be the medium in which distinct resistance's
may support one another. This intercontinental network of resistance is not an organising
structure; it doesn't have a central head or decision maker; it has no central command or
hierarchies. We are the network, all of us who resist.
Second. That we will make a network of communication among all our struggles and
resistance's. An intercontinental network of alternative communication against
neoliberalism, an intercontinental network of alternative communication for humanity.
This intercontinental network of alternative communication will search to weave the
channels so that words
may travel all the roads that resist. This intercontinental network of alternative
communication will be the medium by which distinct resistance's communicate with one
This intercontinental network of alternative communication is not an organising structure,
nor has a central head or decision maker, nor does it have a central command or
hierarchies. We are the network, all of us who speak and listen.
This we declare:
To speak and to listen for humanity and against neoliberalism. To resist and struggle for
humanity and against neoliberalism.
For the whole world: Democracy! Liberty! Justice! From whatever reality of whichever
Brothers and sisters:
We do not propose that those of us who are present here sign this declaration and that this
encounter end today.
We propose that the intercontinental encounter for humanity and against neoliberalism
continue on every continent, in every country, in each rural area and city, in each house,
school or workplace where human beings live who want a better world.
The indigenous communities have taught us that to resolve a problem, no matter how
great it may be, it is always good to consult all of the people we are. That is why we
propose that this declaration be distributed around the world and that a consultation be
carried out, at least in all the countries in attendance, on the following question:
Do you agree to subscribe to the Second Declaration of Reality for Humanity and Against
We propose that this "Intercontinental Consultation for Humanity and Against
Neoliberalism" be realised on the five continents during the first two weeks of December,
We propose that we organise this consultation in the same way that this encounter was
organised, that all of us who attended and those who couldn't attend but who
accompanied us from afar in this encounter, organise and carry out the consultation. We
propose that we make use of all the possible and impossible media in order to consult
with the greatest number of human beings on the five continents. The intercontinental
consultation is part of the resistance we are organising and one way of making contacts
and encounters with other resistance's. Part of a new way of doing political work in the
world, that is what the intercontinental consultation wants to be.
Not only that. We also propose that we already call people to the Second Intercontinental
Encounter for Humanity and Against Neoliberalism.
We propose that it be carried out in the second half of 1997 and that it be in the European
continent. We propose that the exact date and place of the encuentro be defined by the
brothers and sisters of Europe in a meeting they hold after this first encounter.
We all hope that there will be this second intercontinental encounter and that it be held,
of course, on another continent. When this second encounter is held, we want to make it
clear from this moment on that we will find the way to participate directly, wherever it is

We continue to be uncomfortable. What the theorists of neoliberalism tell us is false: that
everything is under control, including everything that isn't under control.
We are not the escape valve for the rebellion that could destabilize neoliberalism. It is

... In the 100 years or so that movies have existed, there always seems to be one magical movie for each generation. Many can argue (and do) over which particular film holds that magic for most... for Bp it was E.T. It was released in 1982 by a jewish man from Cincinnati, Ohio... it was the tale of a young boy and his small family as they met an alien being. The magic and emotions of the film swept Bp away. When the alien was mistreated by government scientists, Bp wept openly. When the boy and the alien eclipsed the moon over treetops on a bicycle his(her?) heart soared with them. The visceral magic of the Disney world (where Bambi's mother was struck down, seven dwarves helped a princess, dragons were slain and a mouse became a wizard) was brought, for the first time in Bp's life, to the big screen in live action. When the alien's heart pumped Bp could actually see the pulsing glow through it's flesh. This was no cartoon, this was For Real.
From a marketing standpoint this was a groundbreaking film as well. Reese's Pieces were used as a prop in a crucial point of the plot... the candy was how the boy made friends with the alien. Bp remembered walking to the family station wagon after the film had ended... his fathered wondered why the boy had not used M&M's, his favorite. Spielberg was a professional filmaker... that meaning he made films as a source of income. The use of overt product placement in a pivotal moment of the film was a stroke of business genius. Surely M&M Mars regretted declining his original offer to place their candy in the film.
The true tragedy of this stroke of business savvy is that the ability to make extra money from the story ended up destroying so much of the magic Potential of the story for young and pure minds. When Bambi's mother was killed by a hunter we didn't know he was using a Marlin rifle or Columbia hunting vest or that he smoked Marlboro cigarrettes while sipping a Budweiser. By leaving those elements out of the story, Bambi's mother was Our mother and Bambi's loss was Our loss. By leaving a trail of Reese's Pieces Bp could only imagine he was in the film if he had Reese's Pieces.
The magic of that scene is that the alien loves chocolate (and as the result of a business deal... a mixture of chocolate and peanuts). There is so much dream potential based in our love of chocolate collectively, as an entire species. But for the allmighty dollar, this was deflected into a brand and a candy, a patented mixture of artificial bullshit and diluted natural ingredients .
~ There is no equation that can determine at what point advertising turned into propaganda. Unless it always was. Likewise, the infinity of uses for statistics renders them usefully reliable only as propaganda as well.

Another wild day for Wall Street, but a very big day here in Washington as we sat down with the president of the United States for an exclusive one-on-one on these big market swings, on the housing market, and mortgage problems, on calls for a bail-out, even on Barry Bonds' record home run last night.
We sat down for a rare chat inside the United States Treasury where the president was talking up the economy. Topic number one today though, those trapped miners in Utah.

A fatwā (Arabic: فتوى; plural fatāwā Arabic: فتاوى), is a considered opinion in Islam made by a mufti, a scholar capable of issuing judgments on Sharia (Islamic law). Usually a fatwa is issued at the request of an individual or a judge to settle a question where fiqh (Islamic jurisprudence) is unclear.
In the early days of Islam, fatawa were pronounced by distinguished scholars to provide guidance to other scholars, judges and citizens on how subtle points of Islamic law should be understood, interpreted or applied. There were strict rules on who is eligible (see below) to issue a valid fatwa and who could not, as well as on the conditions the fatwa must satisfy to be valid. Today many Muslim countries (such as Egypt and Tunisia) have an official mufti position; a distinguished expert in the Sharia is named by the civil authorities of the country. According to the Usul al-fiqh (Principles of Jurisprudence), the latter are as follows :
- The fatwa is in line with relevant legal proofs, deduced from Qur'anic verses and hadiths;
- It is issued by a person (or a board) having due knowledge and sincerity of heart;
- It is free from individual opportunism, and not depending on political servitude;
- It is adequate with the needs of the contemporary world.
Today, with the existence of modern independent States, each with its own legislative system, and/or its own body of ulemas, each country develops and applies its own rules, based on its own interpretation of religious prescriptions.
 Fatwa at national level
In nations where Islamic law is the basis of civil law, but has not been codified, as is the case of some Arab countries in the Middle East, fatawa by the national religious leadership are debated prior to being issued. In theory, such fatwa should rarely be contradictory. If two fatawa are potentially contradictory, the ruling bodies (combined civil and religious law) would attempt to define a compromise interpretation that will eliminate the resulting ambiguity. In these cases, the national theocracies expect fatawa to be settled law.
In the majority of Arab countries, however, Islamic law has been codified in each country according to its own rules, and is interpreted by the judicial system according to the national jurisprudence. Fatawa have no direct place in the system, except to clarify very unusual or subtle points of law for experts (not covered by the provisions of modern civil law), or to give moral authority to a given interpretation of a rule.
In nations where Islamic law is not the basis of law (as is the case in various Asian and African countries), different mujtahids can issue contradictory fatawa. In such cases, Muslims would typically honour the fatwa deriving from the leadership of their religious tradition. For example, Sunni Muslims would favor a Sunni fatwa whereas Shiite would follow a Shi'a one.
There exists no international Islamic authority to settle fiqh issues today, in a legislative sense. The closest such organism is the Islamic Fiqh Academy, (a member of the Organization of the Islamic Conference (OIC)), which has 43 member States. But it can only render fatawa that are not binding on anyone.
 Legal implications of a fatwa
There is a binding rule that saves the fatwa pronouncements from creating judicial havoc, whether within a Muslim country or at the level of the Islamic world in general: it is unanimously agreed that a fatwa is only binding on its author.
This was underlined by Sheikh Abdul Mohsen Al-Obeikan, vice-minister of Justice of Saudi Arabia, in an interview with the Arabic daily "Asharq al awsat", as recently as on July 9, 2006, in a discussion of the legal value of a fatwa by the Islamic Fiqh Academy (IFA) on the subject of misyar marriage, which had been rendered by IFA on April 12, 2006 (see relevant excerpts in note below). 
Despite this, some theologians present their fatwas as obligatory,  or adopt some "in-between" position.
Thus, the Sheikh of Al-Azhar in Cairo, Muhammad Sayid Tantawy, who is the leading religious authority in the Sunni Muslim establishment in Egypt, alongside the Mufti of Egypt, said the following about fatwas issued by himself or the entire Dar al-Ifta:
"Fatāwa issued by Al-Azhar are not binding, but they are not just whistling in the wind either; individuals are free to accept them, but Islam recognizes that extenuating circumstances may prevent it. For example, it is the right of Muslims in France who object to the law banning the veil to bring it up to the legislative and judicial authorities. If the judiciary decides in favor of the government because the country is secular, they would be considered to be Muslim individuals acting under compelling circumstances." Otherwise, in his view, they would be expected to adhere to the fatwa. 
In Morocco, where king Mohammed VI is also Amir al-Muminin (Commander of the faithful), the authorities have tried to organize the field by creating a scholars' council (conseil des oulémas) composed of muslim scholars (ulema) which is the only one allowed to issue fatwas. In this case, a national theocracy could in fact compel intra-national compliance with the fatwa, since a central authority is the source. Muslims in other nations would obviously not be required to obey it.
 Some contemporary fatawa
Fatawa are expected to deal with religious issues, subtle points of interpretation of the fiqh, as well as various mundane matters, as exemplified by the cases cited in the archives linked below. In exceptional cases, religious issues and political ones seem to be inextricably intertwined, as exemplified by the following fatawa:
Yusuf al-Qaradawi released a fatwa on April 14th 2004, stating that the boycott of American and Israeli products was an obligation for all who are able. The fatwa reads in part:
If people ask in the name of religion we must help them. The vehicle of this support is a complete boycott of the enemies' goods. Each riyal, dirham …etc. used to buy their goods eventually becomes bullets to be fired at the hearts of brothers and children in Palestine. For this reason, it is an obligation not to help them (the enemies of Islam) by buying their goods. To buy their goods is to support tyranny, oppression and aggression. Buying goods from them will strengthen them; our duty is to make them as weak as we can. Our obligation is to strengthen our resisting brothers in the Sacred Land as much as we can. If we cannot strengthen the brothers, we have a duty to make the enemy weak. If their weakness cannot be achieved except by boycott, we must boycott them.
American goods, exactly like the great Israeli goods, are forbidden. It is also forbidden to advertise these goods, even though in many cases they prove to be superior. America today is a second Israel. It totally supports the Zionist entity. The usurper could not do this without the support of America. “Israel’s” unjustified destruction and vandalism of everything has been using American money, American weapons, and the American veto. America has done this for decades without suffering the consequences of any punishment or protests about their oppressive and prejudiced position from the Islamic world.
 Other meanings
Fatawa like the above have drawn a great deal of attention in Western media, giving rise to the use of the term fatwa to apply to statements by non-Muslims that advocate an extreme religious or political position, and loosely or as slang for other sorts of decrees, for example:

- Asharq Al-Awsat: From time to time and through its regular meetings, the Islamic Fiqh Academy usually issues various fatwas dealing with the concerns Muslims. However, these fatwas are not considered binding for the Islamic states. What is your opinion of this?
- Obeikan: Of course, they are not binding for the member Islamic states.
- Asharq Al-Awsat: But, what is the point of the Islamic Fiqh Academy's consensus on fatwas that are not binding for the member States?
- Obeikan: There is a difference between a judge and a mufti. The judge issues a verdict and binds people to it. However, the mufti explains the legal judgment but he does not bind the people to his fatwa. The decisions of the Islamic Fiqh Academy are fatwa decisions that are not binding for others. They only explain the legal judgment, as the case is in fiqh books.
- Asharq Al-Awsat: Well, what about the Ifta House [official Saudi fatwa organism] ? Are its fatwas not considered binding on others?
- Obeikan: I do not agree with this. Even the decisions of the Ifta House are not considered binding, whether for the people or the State.

Emil Kraepelin (February 15, 1856–October 7, 1926) was a German psychiatrist. He is seen as being the founder of modern scientific psychiatry, psychopharmacology and psychiatric genetics according to the eminent psychologist H. J. Eysenck in his Encyclopedia of Psychology. Kraepelin believed that psychiatric diseases are mainly caused by biological and genetic disorders. His psychiatric theories dominated the field of psychiatry at the beginning of the twentieth century, and have again, in their essence, since its end. Kraepelin opposed the approach of Sigmund Freud who regarded and treated psychiatric disorders as caused by psychological factors.
Rapid cycling, defined as having four or more episodes per year, is found in a significant fraction of patients with bipolar disorder. It has been associated with greater disability or a worse prognosis, due to the confusing changeability and difficulty in establishing a stable state. Rapid cycling can be induced or made worse by antidepressants, unless there is adjunctive treatment with a mood stabilizer.

Hypomania is generally a less extreme state than mania, and people in the hypomanic phase generally experience less of the symptoms of mania than those in a full-blown manic episode. "Can I Kick It?" was the third single from A Tribe Called Quest's debut album People's Instinctive Travels and the Paths of Rhythm. The song was not a hit at the time of its release but has become much more popular over the years, thanks in part to the wide exposure gained from its appearance as the theme music for the Nike commercial which launched the company's famous tagline, "Just Do It".
It is also well known for containing a sample from Lou Reed's 1972 single, "Walk on the Wild Side".
The music video is very eccentric. The group, De La Soul, and various others are literally kicking the word "it" while rapping in a film set, an alley, and a construction site. On the film set, they are seen playing with the dot for the "i" in "it". In the alley, they are walking aroung and are flipping on top of the "it". Other things, such as throwing drumsticks around and landing them on drums, are also seen in the video.
The Dude went afk and as he headed outside for a smoke the television caught his eye...a reporter was interviewing his senator, Rick Santorum.
SANTORUM: We have laws in states, like the one at the Supreme Court right now, that [have] sodomy laws and they were there for a purpose. Because, again, I would argue, they undermine the basic tenets of our society and the family. And if the Supreme Court says that you have the right to consensual sex within your home, then you have the right to bigamy, you have the right to polygamy, you have the right to incest, you have the right to adultery. You have the right to anything. Does that undermine the fabric of our society? I would argue yes, it does. It all comes from, I would argue, this right to privacy that doesn't exist in my opinion in the United States Constitution, this right that was created, it was created in Griswold - Griswold was the contraceptive case - and abortion. And now we're just extending it out. And the further you extend it out, the more you - this freedom actually intervenes and affects the family. You say, well, it's my individual freedom. Yes, but it destroys the basic unit of our society because it condones behavior that's antithetical to strong, healthy families. Whether it's polygamy, whether it's adultery, where it's sodomy, all of those things, are antithetical to a healthy, stable, traditional family.
"Every society in the history of man has upheld the institution of marriage as a bond between a man and a woman. Why? Because society is based on one thing: that society is based on the future of the society. And that's what? Children. Monogamous relationships. In every society, the definition of marriage has not ever to my knowledge included homosexuality. That's not to pick on homosexuality. It's not, you know, man on child, man on dog, or whatever the case may be. It is one thing. And when you destroy that you have a dramatic impact on the quality
At this point, even the unnerved reporter tried to rein in Santorum. "I'm sorry," Jordan interjected. "I didn't think I was going to talk about 'man on dog' with a United States senator, it's sort of freaking
But the man was on a roll and there was no stopping him. "And that's sort of where we are in today's world, unfortunately," Santorum said. "The idea is that the state doesn't have
rights to limit individuals' wants and passions. I disagree with that. I think we absolutely have rights because there
are consequences to letting people live out whatever wants or passions they desire. And we're seeing it in our society."
The Dude sneered until he frowned.
He switched the channel to "The Bernie Kristi Show" and she was saying:
"Kristi: He is. He asked me a question about how I got interested in play. And when I really thought about that question and, he encouraged me to kind of go as far back with it as I could. And, what I came to remember or realize was that in kindergarten, I was selected into a program in my school district which was Downingtown area schools. It was called the DEEP program, Downingtown Educational Enrichment Program. It was for "gifted children."
Bernie: Oh, you were a gifted.
Kristi: Yeah, well, all children have their gifts. Some show up on IQ tests and others don't.
Bernie: But if you get to be in one of those places you get special things. That's wonderful.
Kristi: It was. But what was so great about it was that once a week I would go off with a couple of other kids, into a special classroom and almost all of the learning that we were doing there was play-based. It was very exploratory,
Bernie: You know what? This is what I started to do with a teacher when I had to teach fifth grade, before I got into this theater thing, that's what I was doing. I was trying to do this play-based stuff and sometimes it worked and other times parents hated me for it.
Kristi: Well, I loved it. And some of the things that I learned there, or those learning experiences, have stuck with me in a way that the normal academic curriculum learning did not.
Bernie: That's just wonderful.
Kristi: And, what I'm really interested in looking at is by the time I got to Junior High, they still called it the gifted program, but it was just more work in the same classes that other kids were taking. And it was some independent study kind of projects or an extra assignment or two so that we could get extra credit. But all of what was really great for me and helped accelerate my learning as a child was gone by the time I got to Junior High.
Kristi: Why is that? Why is it that children are allowed to play and at a certain point in adolescence, and certainly as we go through adulthood, it is no longer okay? And, what does that do to us?
Bernie: Well, you know, here's another way of looking at it. Are you ready?
Kristi: Yes, please.
Bernie: Have you ever noticed how kids play being grown up?
Bernie: They get very serious.
Bernie: Well, I think what happens is that as we get older we learn how to do that better and better. I don't think it is so much that the world takes away our childhood. I think we do that to ourselves. We get so damn good at pretending to be serious
Bernie: That's my theory.
Kristi: Well, I think you are on to something here."
The Dude was in the gifted program as well as a child. From second to eigth grade one day a week he was bussed to a nearbye school for special instruction. He had always resented it for alienating him from his peers.
